Question: How can i manage startup programs in windows vista if windows defender wont open?

When I go to startup programs, a window tells me Windows Defender is turned off, so I click on the link to turn it on, then I get an error code 0x800106ba. I know it has something to do with the fact that my antivirus program wont let Windows Defender run. I haven't been able to turn on Windows Defender for a few months now through the start menu, but I always could when I needed to go to startup programs until like yesterday. I've tried running it as administrator, and also tried opening it through the file location, but I still get the same error code. So how can I manage startup programs?
