Question: Is a usb y cable just a splitter for usb?

Not really. A Y cable like that is usually used for devices like external hard drives that have high power requirements. You plug the single end in to the device, and both plugs at the other end in to your computer. This lets the device draw twice as much power as it'd get through a single USB port.
