Does a poor-service hosting provider has to cooperate when you wanna move to a new host or can they refuse?

Question: Does a poor-service hosting provider has to cooperate when you wanna move to a new host or can they refuse?

Or can they charge money for their cooperation ? Are there international laws for this ?

No, they can't charge you if you want to transfer your website.

International laws???? Contact a lawyer. Usually you sign a contract. Until that contract is up you may be liable to your provider.

You can simply change your domain's DNS Nameservice address to point to the DNS service for the new hosting server. You will also need to copy all you web site files to the new server environment as well. This can be done without any authorization from you current Hosting provider.
