Firewall Information

Question: I cannot open itunes, firewall is off, but i have very slow internet connection. i have a windows computer!?

Every time I try to buy an app or song it says 'stopped (err= - 3259)' and a window pops up and says 'The network connection timed out'. I get the iTunes store on my iPod Touch just not on my computer. Please help. Best answer gets 10 points.
